because I think that the very points into which Major Aldrich has entered, serve to show that those views are correct. I must also beg to add,
that although, as a purely Military defensive measure, I admitted in my letter N. 3, of the 4th Instant, that Major Aldrich's plan had its advantages, I by no means intended, by that expression, to say that even in that light, I thought it, or do think it, the best that might be devised.
There are many parts of Major Aldrich's Report from which I totally differ; but even a minute examination of it, I have at this moment far more important and pressing calls on my attention. I shall, therefore, simply observe, that, I conceive Major Aldrich to be perfectly right in supporting his own opinions and plans by every argument and proof that may be within his power, yet, I cannot consider him justified in either assuming or adducing the sentiments of others.- I observe that in two places he distinctly states, that I do not consider internal defence to be requisite.. Had he said possible, I should perhaps have coincided with him "but, as that is a question on which I have not had occasion, except in a very cursory manner, to state my opinion, I cannot allow myself to
